O’Neill Associates worked to successfully appeal against refusal of planning permission for a 3-bedroom penthouse apartment on the roof of a 5-storey former office block located within York city walls.
Biba House is a prominent 1960’s building, recently converted to residential apartments, which is identified as a detractor to the Central Historic Core Conservation Area. The Practice provided assistance on submission of a planning application for the rooftop apartment, helping to achieve support in principle from Historic England and the Council’s Conservation Officer and a recommendation for approval from the Planning Officer.
When this was refused at Planning Committee, the Practice acted to appeal the decision, liaising with the design team to prepare the appeal, advising on the instruction of expert evidence, and assessing the impact of the development and successfully challenging the Council’s reasons for refusal.
